I would say this is a St Thomas crew, who brought NI-42 into Buffalo the night before and have now just completed a Ft Erie Turn. They will head back to (B&O) Buffalo Creek Yard and get the CG-41 train that the yard has waiting for them, and head home after that.
No, they are not Assigned units, merely the power that comes initially out of Detroit on eastbounds and soon returns, to be replaced over & over again by other ‘system’ power.

I find this gorgeous catch a bit unsettling. Upon checking my notes, I see I was at Fort Erie on this day back in 1985 but all I caught was a pair of Conrails.
Left too soon, I guess.
