The head end three cars are for the NS for interchange in Fort Erie, the containers are for CSX in Buffalo (with 539 handling other CSX-bound traffic), and behind the stacks was traffic for the BPRR in Buffalo. In 531′s absence, 562 was handling the interchange duties, and extras were common as well.
