Three locomotives and eight bilevels might seem a bit overpowered, but at the time GO Transit’s six new F40PH units (510-515) were only a month or two old, so 511 could be doing break-in or test runs before being released on its own (it would also be the only unit here able to provide HEP to the bilevels).
