All the green grassy areas show how the railways were slowly moving away from the downtown station area. I found this from a quick search from Toronto Life magazine. " The railway companies’ proposal was the largest downtown redevelopment scheme in North American history, and it needed city council’s approval to make the leap from scale model to construction project. In 1972, after a five-day council debate, the proposal was approved. Only councillor John Sewell voted against it. " They've been debating downtown for a long time.
