CP operated management trainee specials in anticipation of running trades work stoppages: the Hunter Harrison specials were part of HH”s Precision Scheduled Railroading (PSR): commencing 2012 HH required all non-union, white collar employees (accountants, HR staff, IT workers) to train as conductors or engineers. PSR: to drive down the Operating Ratio.
