I assume it might have MOW staff riding in it, but whether or not that&#039;s the case... on CP,  a single locomotive is restricted to 40mph but is permitted track speed if any other unit or piece of (unrestricted) rolling stock is coupled to it.  Signal system reliability is the reason apparently.</description>
