The hoppers were "Shiners". The Westbound main between St Thomas and Essex was being used by Conrail to stored hundreds of cars destined for retirement. Some of these cars/hoppers were pulled from storage and utilized as shiners. Due to low traffic levels, they were added to Canada Division locals to basically prevent rust build-up and keep the rails shiny so that the ABS signals and crossing protection would activate.
