Since the cars were steam-heated and the “new”(ish) F40′s were HEP, ex-CN steam generator cars were needed to keep things warm onboard. This photo was taken during the defective axle debacle that plagued VIA’s LRC fleet and took it out of service at the time, necessitating a scramble to press old and borrowed equipment (notably some GO consists) into VIA service to pick up the slack. This included the old blue & yellow fleet, that VIA had opted not to upgrade/modernize with HEP after the 1990 VIA cuts and instead decided to retire and sell off.
