And a small point of clarification: Empties inbound and loaded outbound is the general rule, but with respect to CAMI traffic only. Since Gen Auto is a mixing facility, they do occasionally receive loaded autoracks from other assembly plants for distribution to points by truck.

It happens more often than you think. There are two sidings right beside each other in Woodstock, Coakley and W. Coak. The latter is used for OSR empties inbound. Woodstock yard is used for loaded multis usually outbound and coakley is usually reserved for meets.

Constant rumours that Coakley will be extended by combining the two (it's anyone guess why it hasn't happened already) but at the end of the day, CAMI needs their cars and OSR does not run to Wolverton at this time so they need the room at the inn in Woodstock as it is.
