It’s not really for testing though.

The rules require two different settings for the horns on passenger units – a “regular” setting at around 90db, and an “emergency” setting that is closer to 110db. VIA and AMT use two different sets of horns to accomplish this, while GO uses a split-manifold on their K5LAs instead.

It’s redundant so that they don’t have to test them in residential areas in the middle of the night.

I’ve been told the extra horn set is for redundancy. If one set gets plugged up with snow or otherwise malfunctions, the other set is available.
