CP 9139 and 9159 (United Way decal)are seen on the now extinct line thru Clifton Hill tourist area. The overhead structure is the walkway to the Skylon Tower. Thus, they likely used (cheaper) non-compliant parts and restricted them to Canada-only service. At the time this neat photo was taken however, they were probably still emissions qualified for the states.
