During the summer of 1980, VIA ran trains 7 and 8 between Capreol and Winnipeg six days per week. This train provided local service through Northern Ontario after the Super Continental was cancelled. The Super ran from Toronto to South Parry on CN where it switched over to CP to Sudbury. It was combined with the Canadian to Winnipeg. At Winnipeg the Super re-appeared for the trip to Vancouver over CN track. This train appears to be a detoured 7 or 8 due to issues with CN at the time. The train provided coach, sleeper, and meal accommodation and typically ran with 3-5 cars.

I also wonder if this is #2 - only one unit, only one coach? In the summer of 1980 the Canadian was always a decent-sized train. Time to go dig out the timetables...

My record keeping wasn't as good as it is now. After digging deeper I found that it is indeed Thunder Bay and not Capreol. I will fix. Thank you all for setting me straight.

This looks like a westbound at CP Thunder Bay. Fort William to be exact.

Don't think it's Capreol, and the white extra flags make me suspicious about it being No. 2.
