There was a very similarly painted work service baggage car in the Toronto area numbered CN 73913 (with the extra black on the upper part covering the white stripe), so it could have been this car on the move.

Nice catch. Looks like a Gang Tool Car. Converted baggage cars were quite common in the 70’ and 80’s, they made for great tool/work shop cars.
