  2. No, note the containers in the background. These units are probably the power from container/piggyback train 251 from Montreal. In the 1970s, that Montreal-Toronto-Hamilton train arrived in the early morning and the power cycled to a Sarnia train known as 403 (later 401, if I’m correct). The power from its eastbound counterpart 404 would arrive in Hamilton late afternoon and later take train 252 to Montreal mid-evening.
