Well, here goes another puzzling situation. Rather than speculate, I will just note that this train westbound must be #75, with CN 9433 for power. However, it doesn't look like a #75. The next train west is #77 at 1755 which means it would have been in darkness. On the far right are Buddcars, the run to/from Niagara. However, the afternoon Budds are scheduled at 1423 at Burl. West, and #75 would be @1610, however it is not a scheduled stop.
So who and what is happening here at Bayview Jct.? The westbound is stopping and picking up passengers from the Budds. The autos in the photo are those of local railfans. Nobody got an explanation as to what transpired, as it was miserable and cold this last day of 1985. 
I believe the Budds were there when I arrived 5 minutes earlier, and if this is the Toronto bound train it would have been sitting there at least 1 1/2 hrs.
