Something to do with cabooseless trains and regulations that NS could not comply with in Canada. I don’t know exactly what but someone might be able to chime in, but they generally needed a canadian unit to comply

I’ve seen a few shots posted of NS 327/328 with CP power in the late 90s. Was this because they did a power swap at Fort Erie?
