Foreign power is pretty much the 'norm' the past few months on the CP on the Windsor Sub, however it was pretty regular into Windsor for a while.  CP would come over the border with NS, BNSF, CSX, ATSF power, and set it off in Walkerville to be lifted to head west again as soon as possible.  As an example here is Southern Pacific SD40R #7316 which sat in Windsor for a couple of days before being lifted to head west.
