Authority... The GJR Occupancy Control Paddle is shown here on the lead unit, OSRX 8235. One with the paddle has authority to occupy the mainline between Begin/End Main Track Guelph Junction and Cautionary Limit Guelph, those wanting to enter the mainline between those limits have to contact the train or foreman who has the paddle prior to occupying.

    Basically, the GJR operates on a staff (token) occupancy control system.
