Virtually all power in incoming trains was changed out in Edmonton in the mid '80's. This set is coming off a train, and then it will head to the shops for servicing. If the train is to continue east, another set of power will be used. 
Inter-modal trains were rare at this time, but as they became more prevalent, quick servicing in Bissell Yard became the norm, and the train would leave with the power that brought it in.
