Although VIA had started receiving F40PH's in late 1986, they didn't really start showing up on the "Super Continental" until mid '88. This is likely due to them being used on the east coast trains where they replaced old MLW FPA-4's. Note that the second unit is an older covered wagon B unit. I don't think that the passenger cars were converted from steam at this time.
