It used to be CN and CP power. But by 1999, the x-CN 3586 and x-CP 5006 became part of the Railink fleet, seen here in front of the old North Bay CP station. At the time of this photo this yard area was the hub of the RLK-Ottawa Valley.  Since this photo was taken, the city went under an ambitious renewal project in which the yard was relocated south and the mainline shifted toward the waterfront as a thin corridor to enable the city to develop prime downtown area for parks and recreation. The station is preserved and serves as a museum among other things.
