This short "passenger extra" was apparently a New York, Susquehanna and Western (NYS&W) passenger train that crossed into Canada from the US via the old MCRR/CASO bridge. The 7-car consist (complete with domes!) is seen here rolling through the curve at Brookfield on the approach to the Townline Tunnel, soon to dip under the Welland Canal.
