Tie unloading crane. Yes, the train was moving (at 1 mph) and the crane operator was picking up ties to unload at that very moment. Each car has doors on each end that are removed and replaced by the crane as it makes its way along the train dropping ties off the side. There was actually one empty car near the front of the train that had to be dropped off at the siding in Bentley, since it had no removable doors.
