The C40-8W's were still relatively new to CN rails and it didn't take long for a number of them to become captive on the Thunder Bay runs. Here we see CN 2170 (leading CN 2102 and a couple dozen grain hoppers after setting out most their train in Neebing yard) past the Alba station name sign; which signifies the east end of Neebing yard and the switch for the CN Mission Spur. The crew will run across town, tie down the balance of their train, park the power (likely on the east leg of the Port Arthur wye) and call it a day.
