Over to the left under blue covers are two new Irish Rail (Iarnród Éireann) JT42HCW locomotives, units 232 and 230 on flatcars. Ireland's wide rail gauge of 5' 3" prevents them travelling on their own wheels to their ship; their 3-axle trucks travel on another flatcar.
Behind the pole to the right of tarped unit 232, the front of a locomotive coloured pale green can be seen. In this timeframe it is probably a new SD60i for Conrail, presumably in transit to them in primer.
Unfortunately the view west from this bridge is obstructed by cables that cross the tracks here.
