403 was another train heavy with chemical traffic. The hoppers on the front end may have been used to transport raw or finished materials for the Sherritt fertilizer plant just outside Fort Saskatchewan. It ran from Winnipeg to Edmonton.
The steam in the background is from the now-defunct Celenese plant by Brettville Junction.
