Judging by the NIFX flatcars with pedestals that were often used to move Toronto Transit equipment in that era, the unit might be taking empty cars from CN's Don Yard back to CP's Parkdale Yard, possibly for forwarding back to Thunder Bay. Notes suggest TTC H4 subway cars 5576 and 5577 were the first two delivered to the TTC's Greenwood Yard on September 5th, so these could be empties coming back from that delivery.
