GM diesel division SW900 Plant Switcher 0069 is beside pre-delivery SD70i CN 5607. Coupled ahead and behind 5607 are similar-looking units in primer. The grilles of not-yet-painted locomotives were typically pre-painted to the final colour, so the one in front could well be another CN SD70i. 
The SW900 unit 0069 was built by EMD in 1955 and originally assigned to Buick Division in Flint MI.  It is a single-stack switcher, little brother to GM DD's two stack SW9 unit 57 which had the same colour scheme.
Place and date of this image may not be exact. It appears to me that the picture was taken with a telephoto lens looking at the grounds south of the GM plant in London. My first sighting of a CN SD70i was new (first trip) CN 5609 outside Macmillan Yard diesel shop on 23 September 1995; I reckon this picture was probably taken earlier that month.
