At the time, GO's smallest consists were "L6" trains (locomotive and 6 bilevels), the smallest possible to keep the required 2500-series "5A" accessible car as the 5th car in order to line up correctly with the accessibility platforms. Some Georgetown, Bradford and other lines used them on less-patronized trips, while the standard "L10" consist (locomotive and 10 bilevels) was the maximum-sized train GO would run to do the heavy lifting on busier trips. At the time GO was all-F59 all the time, and their HEP abilities limited trains to a maximum of 10 cars (most station platforms were also only that long).
