It was a loco that had all cab equipment removed to be re-used elsewhere and had windows boarded up.

One of a few reactivated as “B-unit” with windows blanked. Blanked window B-units included: 4511, 4570, 4715, 4718, 4719, 4721. The windows appear to have been replaced with plywood painted red.

4511 also had face decals put over the plywood right after it was reactivated in 1994.
