Those appear to be old extended-height CN livestock cars on the head end, typically put on the head end to make it easier to switch them out for watering and feeding along the trip. A neat catch to see so many on one train!

Livestock! Cattle most likely…
Track diagrams suggest there was a livestock servicing area in MacMillan Yard in the 1970′s, so those were likely taken off the train upon arrival by a switcher and brought there to feed/water the livestock. A local roadswitcher likely took them from Mac down to CN’s West Toronto yard, where a locally-assigned switcher made the “final delivery” to the stockyards and processing plants around St. Clair/Weston.
CN had a seasonal train, 222, that ran Winnipeg-Toronto during the fall to handle livestock traffic. This is likely it here.
Its interesting to see the searchlight types at Pefferlaw in 1979 compared to today. Both the NB & SB signals have been replaced, with the NB signals being newer aluminum masts and the SB signals being a taller version of what’s in place in the photo.
