Hi John, can you check your notes for this photo? I am not aware of VIA units being leased to CP in 1992. I do remember in 1994-95 when they had a severe power shortage and there were many leased units including these high-number VIA F40PH-2s from the western pool that were used by CP mostly on the Winchester and Belleville subs. So I believe this photo was more likely taken in 1994-95.
