Great catch! I believe this was right before the SOR ‘takeover’.
Still to this day, I’ll never understand why the big Class 1 roads lease out to shortlines, only to take back usually more profitable lines that these shoreline companies made, once the lease is up for renewal.
It was all done as a cost cutting measure. Also often to bust union contracts.
Also different management and economic climate over the 20 plus years.

Todd, yes SOR would take over the following year in September 1997.
Steve, yes it’s interesting that it all came back around and CN took operations back over, on the line at least up to Garnet.
